Trafficking In Persons Awareness Campaign

Overview:

The United Nations General Assembly Resolution 55/25 of 15 November 2000, under the United Nations Convention against Transnational Organized Crime, adopted and ratified the Protocol to Prevent, Suppress and Punish Trafficking in Persons Especially Women and Children. It is one of the three Palermo protocols.

The project titled “Strengthening coordination to respond to Trafficking in Persons (TIP) and ensure justice and protection for all victims of trafficking (VoT) in Namibia� is being implemented in coordination with the Namibian Government through the National Coordinating Body (NCB) which is being led by the Ministry of Gender Equality and Child Welfare (MGECW) and is being supported by the International Organization of Migration (IOM). The project funded by the US Department of State’s Office to Monitor and Combat Trafficking in Persons.

Definition of Trafficking in Persons (TIP)

Trafficking in Persons (TIP) describes the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of  exploitation (Article 3, Palermo Protocol).

Recommendations for the Trafficking in Persons Awareness Campaign:

1. Finalize and enact comprehensive anti-trafficking legislation.
2. Increase efforts to investigate, prosecute, and convict traffickers, including for forced labor.
3. Adopt and implement the draft national mechanism to identify victims and refer them to care.
4. Allocate additional resources for shelter services, including developing a plan to fully operationalize renovated safe houses specifically for trafficking victims.
5. Finalize and implement a new national action plan to guide anti-trafficking efforts.
6. Train officials on relevant legislation.
7. Institute a unified system for collecting trafficking case data for use by all stakeholders.
8. Strengthen coordination among government ministries at both the ministerial and working level.
9. Increase efforts to raise awareness, especially in rural areas.

Objective of the Trafficking in Persons Awareness Campaign

Raising Awareness:  that TIP is real and happening in  Namibia
Educating the target audience: on how TIP happens and how it can be avoided. To present concrete information & tools that can lead to appropriate responses to TIP cases & assist in its prevention.
Increasing the public’s knowledge on TIP: preventing the public from falling prey to traffickers and by encouraging them to  report or refer potential  cases of TIP to the police  or law enforcement  officials.
