Community Development
This programme is mandated to mobilize and activate the communities to enable then to identify their own problems, needs and aspirations and be able to take action towards development. The programme supports income generating activities, builds capacity of community members, and provides financial support for small-scale business initiatives especially those run and managed by women to promote economic empowerment for women. The programme is also responsible for building capacity for rural and disadvantaged urban communities to develop entrepreneurial skills to augment their income and promote employment opportunities and/or self-employment. This in turn will contribute the government efforts to combat and alleviate poverty.
EARLY CHILDHOOD DEVELOPMENT
This program is tasked with the responsibility to ensure the implementation of Integrated Early Childhood Development Policy, to improve the management of delivery, systems for quality access to ECD services and programmes and to promote the establishment of ECD centres.
EARLY CHILDHOOD DEVELOPMENT CENTERS
The Ministry supports the communities by providing them with materials to construct community based ECD caregivers, training of regional, constituency and ECD centers committee members and by providing learning and teaching materials.
Description of Early Childhood Development:
It is a designed intervention to scale up efforts inn promoting the concept of early learning as well as the general care and education of children.
THE TARGET GROUP (Who Qualifies)
- Children 0-4
- Any person or community undertaking early Childhood development activities (That is caring for or educating children within the age range of 0-4)

Stimulation, improved health and nutrition, nourish self confidence and social competence, promote cognitive/education development, community development and participation, women/men development, economic empowerment.
ADDITIONAL INFORMATION (More information)
Any person undertaking Early Childhood Development activities will be required to register his/her activity. Both IGA and ECD application forms should be collected from and must be submitted to the Ministry of Gender Equality and Child Welfare regional offices. The application forms for Income Generating Activities (IGA) should be completed annually starting from January up to end of March at the regional offices.
